They absolutely should do this.

Biz aviation dodged the TSA bullet post-9/11 by making the somewhat reasonable case that they tend to have ongoing realtionships with the clients, and know who they are.

Well hop-on charter open to the general public is certainly not that ^^^.

There's certainly an argument to be made for increased security...but definitely not TSA style security theater.

well those airlines are certainly not going to pay to have more stringent security than TSA provides, theatre or not

All charter pax names are ran through TSA no-fly database, and they must have a current, government issed photo ID to travel, but that's where it ends.
