NightSky got it right...to land you need to have the required FLIGHT VISIBILITY, which if you have, will automatically guarantee you have the proper ceiling, so long as you don't bust minimums...basically this means that if you can see the runway environment at the MAP, then you have the required visibility and ceiling; if you can't, you don't.
But each airline's OPSPECs are different, and many specify certain situations where both vis AND cig are limiting for commencing an approach. This is airline-specific and you don't need to know the details for an interview.

In 121 this applies for precision approaches, and most non-precision approaches.

Correct me if I am wrong, but I don't think you need ceiling for a circling approach. The only time I am aware of a specific ceiling requirement is for filing an alternate, high mins captains, and some airports with a ceiling requirement for takeoff (ie KIPT, Williamsport PA, RW27)

Depends on the OPSPEC. Most (or all) CRJ operators have a CIG requirement for "circling" approaches.

Army Aircraft can attempt the approach regardless of the weather too. For the 121 guys out there, can you substitue a PIREP from a preceding aircraft for the "official" weather observation. Case being, you're in holding waiting for the weather to come up above the mins, I shoot the approach in my Armyized King Air and make it in (legally of course) and report back to ATC that I had the ceiling and visibility to make it in. At that point can you attempt the approach?
