The New Delta - Ground Ops Question

Knowing the bidding process has began for ground operations (below-wing) for non-mainline NWA/DAL stations, what exactly is the 'process' for the bidding? I know there are other factors besides cost and performance but there has to be other factors to consider. At my station, there is Comair (DL) and Pinnacle (NW side of the house)..the former is wholly-owned, while the latter is not. Delta mainline works the ticketcounters.
Once all the bids are in, what happens next? How long does it normally take to announce the selecting airline that will be doing the below-wing work for the new 'Delta Connection'? Is is possible that OH and 9E would not necessarily be awarded every station but maybe a few here and a few there? The next few months will be quiet interesting...
