How would it work?
Forgive my ignorance and my hopefulness, but I am wondering how it could be done to create a labor contract for all contract flying done for a major. For instance could there be an ALPA drive for a contract at all DCI carriers that would be put up for vote by all the contract carriers labor groups. This would put an end to whipsaw and allow regionals to compete by performance alone. I know this would be a very complicated endeavour, but I am hopeful for the industry. Please lend me some insight.
I'd like to also make it clear that I'm all for as much flying being returned to mainline as possible and I see this as a way to both do that and make life better at the regional level.

You gotta ask yourself, why would Delta ALPA expend negotiating capital to ensure that all DCI flying is done at the same rate/work rules, etc. That's akin to stapling them to Delta list which they don't want.
The answer lies with all DCI groups. Suppose you're flying for Pinnacle. Let's say that Pinnacle is getting 15 CRJ-200's from Mesaba. Would you be OK with Mesaba pilots coming on the property? Would you give up your seniority to allow them to come aboard to preclude the whipsaw?
Tough questions and even tougher answers.

I regards to Delta ALPA not wanting it to happen. If a DCI carriers contract would not make it as profitable for Delta to contract out flying then more flying would return to mainline which would result in more money for Delta ALPA.
Couldn't the carriers stay seperate and compete for flying, therefore if Delta moves airplanes from one to another based on performance or ability then there would be no need for transfer of pilots between carriers.
