According to what I understand it to be is that those airlines that do not have pass agreements (non rev benefits) with UAL.
- Only JS will be allowed up front for the amount of JS that are avail.
- UAL owns EVERY seat in the back and if there is room in the back and you are trying to JS, you MUST have paid your Non Rev benefits fee, OR have an ID90 for travel. Thus company policy only allows an OAL pilot to sit up front if there is not a seat in the back. THE BIG CATCH 22...
This is how it has been explained to us at SkyWest... There are a few that I have flown with that plan to deny the jumpseat to UAL commuters if this comes into play... But just like any controversy it seems that some that I have asked their opinion about while jumpseating just shrug their shoulders and say that it is wrong but what can we do, its what it is...

As for when this goes into effect, it technically went into effect June 1 2009. However, I don't think the software or the agents are "up and running" yet. As for Skywest, we have not signed the contract with UAL yet and as such remain status quo (nothing has changed...including your non rev fee not being required to non rev). Skywest upper management has stated that until this jumpseat issue is resolved, along with longer contract terms(6 mos. is what UAL wants), skywest will not sign the contract. Good news for us, not so good news for all the other UAX carriers whose managements have all signed contracts.

What's even better is that I just read the memo stating that UA has a mysterious "IT issue" with boarding TSA pilots as OMC on international flights... Looks like a "Whoops, now you have to pay!" sort of thing... I bet they'll get that fixed REAL quickly...
