IAH was filled with quota pilots before the quota was filled. No conspiracy here, and there were more ALPA guys working on it than company. Well, FS has messed up. Note that the IAH Q Captains all went to Colgan, and then the EWR Q Captains went to Colgan and XJ + 9E. This went out of seniority order because FS awarded IAH first, with Colgan pilots only. There is no base priority in awarding Q Captain awards. So as long as the quota is filled, a pilot should be able to hold that position in the applicable base. It seems FS thinks that Colgan gets base priority because IAH is senior. But that's not right. There are a couple of senior (<999 on list) Texan commuters at Pinnacle who would love IAH Q Captain, and they didn't get it.

There was a quota that had to be met to get to 9Ls numbers. My guess is that they all bid Q400 IAH. Once that was filled it went out to whoever was left. FS is a fair guy though and if there is a legitimate mistake that was made you will see it reflected in the revisions to come.

Colgan is only 12 spots (according to the vacancy posting although the award shows 21 spots going from XJ and 9E) above the fence and IAH Q400 is the most senior base. It seems logical that the fence wasn't filled before the quota at IAH (81 Captain spots) was. Newark has 124 Captain slots and is more junior.

As soon as Colgan is above their quota their guys should be displaced to accommodate more senior pilots.

They will basically be permanently on reserve once the fences are down. They can't really be displaced unless they are over the quota and someone senior is displaced and has displacement rights to push them out of the base.
