Pinnacle 11-09 messed up Q award

Well, FS has messed up. Note that the IAH Q Captains all went to Colgan, and then the EWR Q Captains went to Colgan and XJ + 9E. This went out of seniority order because FS awarded IAH first, with Colgan pilots only. There is no base priority in awarding Q Captain awards. So as long as the quota is filled, a pilot should be able to hold that position in the applicable base. It seems FS thinks that Colgan gets base priority because IAH is senior. But that's not right. There are a couple of senior (<999 on list) Texan commuters at Pinnacle who would love IAH Q Captain, and they didn't get it.

2. Why does one man get to decide what Bloch's intent was on a quota or fence? This is getting ridiculous!

It is pure wrong. The Bloch award's conditions and restrictions had no provisions for base super seniority. Bases do not matter, it is the physical number of pilots. As long as Colgan has 193 Q Captains, position #194 needs to go to *whatever* Q base, starting with the most senior Pinnacle/Mesaba/Colgan pilot who bid Q Captain in *whatever* base, and work its way down. The only time you can give straight-up Colgan pilots the Q Captain is when they are below the quota. But they are above now. It's clear from how FS did it is that he filled IAH first, with no regards to quota filling, and then EWR second, and then started to fill EWR CA based on those Mesaba and Pinnacle pilots who had listed EWR CA as a bid choice. This is a wrong way of doing it, and it needs to be fixed!

He wasnt the only guy working on this. There were a few management guys and a few alpa. I'm not saying there isnt a good chance that something is screwed up though...

This is just a guess, I don't have all the information like the planners do......
The awards are processed by vacancy first, then displacement.
When the vacancy in IAH happened, the Q quotas were not filled, allowing only Colgan guys to bid those seats.
Then after the quota on the Q was filled, the only seats left open were EWR.
Just a guess though.
