Most NJTransit trains (make sure you check the stops) will take you from NY Penn to the Newark Airport Station. You get the Airtain from there.
I believe it is around $15 one way to the airport, and the Airtrain is free there. (Just don't leave your ticket on the train. You will need to "scan" it to get through to the Airtrain.)
Can get a "discounted" fare for 10 trips, or monthly pass.
