Just a fluke. You can expect plenty of people to return to the 200 if they waive the seat lock at the next bid. Even if they don't, you can expect a number of those who commute to IAD and those who chose DFW just to get off reserve will be bidding back to ATL since it looks like that can have a line.

So if I bid for ATL as my first choice but are not able to hold it outta class and get IAD, am I locked in IAD? Or can I come back to ATL on the next bid I can hold ATL?

Seat lock refers to equipment not domicile so you should have no problems getting back ATL, assuming you can hold it, or you can always find someone to base swap with you.
