bottom line, pay needs to increase and the luster of the career needs to return in order to attract new bodies.. Its a very basic business rule, when supply drops, price must increase. I know management wants to hold off soo bad on that principle, partly because they are accustomed to the dime-o-dozen pilot era. Its time for that to change but they just can't let go.

Price is not the only lever available in this model. Government regulation is perhaps the single phenomenon most immediately responsible for invoking the current "shortage". It can be, and I suspect is likely to be, used as part of the solution as well.

If an airlines can own an oil refinery to support their business, why can they not own a flying school? Why not invest in what you need?
Write a new law, if the airline itself selects and trains a pilot from zero, that pilot may be placed in service at X hours. The Navy has guys landing on aircraft carriers at 300 hours. WWII was fought and won by guys with 300 hours. No reason a properly trained and checked low time pilot should not be able to fly right seat 121. This would cut training time start to finish to 12-18 months. 1500/1000 hrs to remain for any other pipeline.
Most pilot-lacking countries are already doing it this way because there are no other options.
