The regional's as a whole are pretty flush with highly experienced FO's that are just waiting for their number to upgrade. Excluding maybe Great Lakes or Silver there is no way this is happening anytime soon.
It's my understanding that new FAA regulations require 1000 121 SIC hours before upgrading. If there is quick and extensive growth at a particular airline, I could see the temporary need for DEC's. But now...no.

There are plenty of jobs overseas, if that is an option for you. They hire DEC all the time.
Compass has a 2.5 year upgrade right now and guys are getting lines out of training. Trans States has a 10 month upgrade. Both airlines have decent contracts.
