I think that's an impossible task. It depends on how you define 'bottom feeder.' If it's all about delivering the cheapest uplift to mainline, then by definition every regional is a bottom feeder.
I can't comment on other regionals as I only have worked at 1 airline (SKW). That said, any regional with no cancellation pay (Republic) would seem to be a huge red flag to me.

It is all personal opinion. They all have their weaknesses. I know several UPS and FedEx guys that think that those are terrible, but others that would love to fly for them.
Most all regionals are pretty bad. Most all majors are better than regionals.
Look at the things that are most important for you. I wanted to live in base, have an upgrade that would be less than 2 years, and a decent contract with things like cancellation pay and schedule flexibility. That is why I chose where I work. It is all personal opinion as to what is most important and what is not.

Regionals are what they are....they are not meant to be career airlines anymore like Comair, Original Eagle and places like Skywest once were. Pick one and get your time and hopefully get out in the wave of hiring.

As has been said, it's all opinion. That said, I'd rather live in base at a bottom feeder than commute cross country to regional nirvana.

Republic is at the bottom for sure. It is subjective after that.
