SKW actually removed the old restriction not too long ago. Basically you can't do outside 121 work, but can do all the 91 (including CFI) that you like. Obviously you can't be fatigued due to moonlighting but that should be inherently obvious.

Any flying for a certificate holder or fractional company counts under 117. So Part 91 repos, ferry flights, test flights etc count towards 117 hours if it is flying done for a "certificate holder".

You misunderstood the fcif. I specifically says no flying for a part 119 (121, 125, and 135) or part 91k (fractional ownership). It also says flying for pleasure, proficiency, flight instruction and military flying is OK.

So the way I read it is you can keep your part time cfi job and still fly for QX as long as it doesn't interfere with your duties.

I wasn't referring to a cfi job. No cfi gig is worth it at this level. There are several of us who do charters on the side. There was one captain Ive flown with who even owns his own charter business that he also flies for when he has time.
