He's exaggerating a bit. There is not a high fail rate at Republic. No more so than any other airline. There have been some issues in the past with a CKA or two who may have been a little unreasonable, but those have been fixed.

Yes. You're paid the entirety of your signing bonus regardless of when you upgrade.
