Mesa's EMB 145LR's were weight restricted more often than "extremely rare". It is likely that XJ has a higher MLW for their LR's than Mesa (the restriction that always got the Mesa ERJ's). What was Mesa's LR MLW?
MLW restrictions were an issue for Mesa ERJ's somewhat regularly, but particularly when an alternate was required. Anyone who depended on Mesa for a jumpseat got to know this, though I've been denied a Skywest CRJ-700 jumpseat from DEN-DRO before due to weight too (thanks for the ride, Lynx!).
On the fuel burn issue, I've seen EMB 145's with the AE3007-A1 engine burning less than 2000 lbs per hour at cruise (total, so less than 1000 per side), which is a very small number. I'd imagine a CRJ-200, being heavier, burns more, but can't say for sure.
