So in other words the 25 doesn't have to all be PIC? The dual training for the rating isn't PIC because you're not rated for the category and class until you pass the checkride if I'm not mistaken.

Nope. Dual received counts towards the 50 you need for ATP.
The reg says "50 hours of flight time in the class of airplane for the rating sought."
Dual received is flight time.
