There may be some capitulation... the big three are saddled with a lot of overhead related to international flying. They know it would be wise to be ready to support increased domestic demand but they probably simply can't afford to keep doing as much domestic flying at a loss just to be ready when they come back.

If you build it, they will come. But you have to be able to afford to build it and maintain it in the red for a while, and I think the domestic airlines are in better shape to do that.
