Now Rhode Island has imposed a 14 day quarantine on arrivals and FLIGHT CREW ARE NOT EXEMPT. This may change once common sense kicks in:Rhode Island

The Governor of Rhode Island issued Executive Order 20-03 on March 13, 2020, that states:
  1. Any person arriving from a location outside the 50 states or the District of Columbia must immediately self-quarantine for 14 days upon arrival in Rhode Island.
  2. Any person who has travelled outside the 50 states or the District of Columbia in the last 14 days must self-quarantine for the remainder of the 14-day period since arrival in Rhode Island.

None of the other Executive Orders issued by the Rhode Island Governor would exempt pilots from complying with this order. Therefore, pilots who arrive in Rhode Island from a location outside the 50 states or the District of Columbia or who have travelled outside the 50 states or the District of Columbia in the last 14 days must immediately self-quarantine according to the timelines set forth above.

Why should flight crews be exempt? They have the most contact and are probably the biggest spreaders of the virus.

Because the point of the automatic quarantine is NOT to catch inbound CV cases, it's to discourage non-local visitors. If you're local you can just quarantine at home. Or not if you prefer, they're not going to go to your house and check.

Crew should be exempt because we need the air transport network intact (at least at a reduced level) to respond to this and keep vital stuff going. The fed has already intervened in other places and they will here too.

You're all missing the fact that this applies to those that are inbound to RI from OUTSIDE THE 50 STATES OR D.C.

There is no source because as you say it is conjecture. Xenophobia (Xenovirophobia?).
