Not anymore, however it seems to only apply to residents of the state, not pilots who live elsewhere. So any pilot who happens to live in R.I. and returns home from a trip will be staying home for 14 days.

EXECUTIVE ORDERS
The Rhode Island Governor issued another Executive Order that went into effect today at 0700ET that states any resident who returns to Rhode Island after domestic airplane travel must immediately self-quarantine for 14 days. There is no provision in this or any order issued by Rhode Island that exempts pilots from complying with this order. Therefore, any pilot-residents who arrive in Rhode Island from any location outside of the state of Rhode Island will be required to self-quarantine for 14 days.
