That was the CDC themselves that actually said that. It was on their website. However, that was only if, and I kid you not, you are unable to use a wall or physical barrier. So make a glory hole or slap on that mask!

Hawai‘i County Mayor Harry Kim joins fellow neighbor island mayors Michael Victorino of Maui and Derek Kawakami of Kaua‘i in pushing for a second COVID-19 test for incoming travelers to Hawai‘i.

Mayor Kim said on Tuesday he wants to establish a round of post-travel testing as well as pre-travel testing for COVID-19, to ensure the safety of the community as Hawai‘i tries to reopen amid the pandemic.

“I just don’t think we should take the risk with one COVID-19 test taken up to three days before travelling,” Mayor Kim said. “There are so many variables involved in a pre-travel test that could make the tests unreliable; we have to have a second test upon arrival in Hawai‘i.”

The number of potential positive cases being introduced to the community would pose too high of a risk, Mayor Kim said. Approximately 2,000 visitors are coming to Hawai‘i every day, with an estimated 5,000 arrivals a day once the one-test policy goes into effect.

As previously announced, the emergency proclamation leaves in place the 14-day mandatory quarantine requirement for out-of-state travelers. However, beginning Oct. 15, a pre-travel testing option will allow travelers an alternative to the mandatory 14-day quarantine.

“I want to remind all travelers that following safe practices – at home, while traveling and upon returning – is the only way to prevent the spread of COVID-19. Wear a face mask, wash your hands frequently and watch your distance around other people, even if you’ve recently tested negative for COVID-19,” said Gov. David Ige.

Travelers, five years and older, who do not want to be subject to the state’s 14-day mandatory travelers quarantine must take an approved COVID-19 test within 72 hours prior to departure from the final leg of travel. If results are not received prior to arrival, the traveler will be required to self-quarantine until a negative test result is reported to the state Dept. of Health.

The state will accept test results from trusted testing and travel partners only. A complete list can be found here.

Negative test results may be uploaded to the Safe Travels Digital Platform, and all travelers must also complete the state’s mandatory travel and health form on this digital platform.

The proclamation allows counties to require a subsequent test after arrival into the state. Such a test would be paid for and administered by the county. People arriving in a county that requires a post-arrival test do not need to self-quarantine prior to obtaining the subsequent test. Anyone with COVID-19 symptoms or who anyone who tests positive at any point in their stay must take steps to isolate or quarantine as directed by the Dept. of Health

Kauai island Mayor Derek Kawakami said last week that his initial proposal for secondary testing was rejected by the governor.

Big Island Mayor Harry Kim said his county would opt out of the pre-travel testing program entirely and continue to require all arriving visitors to quarantine for two weeks. Both now have different plans.

The governor said this week that mayors could implement certain secondary testing measures on their respective islands, but the cost and logistics of running such programs would be left to the counties.

Maui and Kauai counties decided on voluntary secondary testing for visitors. The Big Island will require secondary rapid screening upon arrival for visitors to avoid quarantine. Oahu officials have said they want to put in place another layer of screening but do not yet have the testing capacity.

The mixed bag of county and state rules could create chaos for vacationers who have not properly prepared for the various screening requirements, especially those traveling to the Big Island.

“This second test upon arrival to Hawaii island will provide an extra layer of protection for our community,” said Big Island Mayor Harry Kim in a statement Monday. “Virtually, all medical and coronavirus experts agree for the necessity of more than one test.”

Those arriving on the Big Island — home to Hawaii’s active volcanoes and the site of a 2018 eruption that wiped out entire neighborhoods — will take a mandatory rapid antigen test when they land.

Results will be available in about 15 minutes and travelers who test negative will not be required to quarantine. People who test positive will be required to immediately get a more accurate PCR test and then quarantine until their results are available, usually within 36 hours.

People who test positive in the state, whether on vacation or at home, are required to isolate and cannot fly until they no longer have the virus.

Gov. David Ige has approved a request by the mayor of Kauai to temporarily opt out of the state’s pre-travel testing program, a decision that will force all travelers to the Garden Isle ― including those on neighbor island flights ― to quarantine for 14 days upon arrival.



The decision goes into effect at 12:01 a.m. Wednesday.

Previously, as was the case across the rest of the state, passengers who submitted proof of a negative COVID-19 test that was taken within 72 hours of arrival could bypass the two-week quarantine.

Friday’s decision eliminates that provision for all passengers arriving on Kauai
Individual Islands and even municipalities are being allowed to opt out, putting the whole Hawaii testing program in question. Gonna be hard to convince people to come to the islands when the rules might change while they are enroute I think.
