Yes, that is a forward wing (no elevators on it). All three airfoils are lifting surfaces (plus the fuselage). But if it flies like a duck, and snarls like a duck...

Yep behaves like a canard aircraft. It's not called a canard wing for one reason: movable surface. A canard wind does not have a movable surface. The Piaggio does.

You're a bit off on the canard thing.

A canard does have a movable surface. It moves to control pitch. The piaggio does not have a movable forward wing to control so it is therefore called simply the forward wing.

The forward wing does have a flap but as a surface it does not control pitch. The elevator does that. The starship had no elevator and used the canard to control pitch.
