Not unless they have a local business partner lined up who is capable of starting up an airline. SKW can't just start up airline operations outside the US (well maybe in Zimbabwe).
The MRJs are 70 seaters...they are probably just a planned replacement for the CRJ 700/900s that SKW owns. They will be more efficient and have better passenger ergonomics than current RJ's, ie the best of CRJ and E-170 combined.
The timing would probably align with heavy Mx checks on many CRJ 700's...rather than pay for those, maybe best to just get new (better) ones.
If airlines trust the Brazilians to deliver quality products on time, there's no reason the Japanese can't do that.
