Yes, but if you got the seat in a given domicile you can’t be displaced unless there is a displacement bid for a domicile closing. Someone correct me if I’m wrong. You will be doing nothing but reserve for years, count on that.

That is correct. Bad time to come in as a DEC with all the forced upgrades.
Someone qualified enough to be a DEC would be better off going to a LCC.

DECs ALWAYS do reserve for years since they are junior to every FO already on property the day they are hired. Forced upgrades (or not) of those FOs make very little difference.

For the interview? They let you know the general stuff to study. Aviationinterviews.com gets updates pretty much daily with the most recent questions.

I’m not concerned with the interview questions what I was looking at was trying to find out when I could apply and if I could potentially get a CJO and class date prior to my retirement date. In my current and former agencies, the hiring process is usually a year long or more. How long does the hiring process normally take with regional airlines 3 to 4 months or is it closer to six months to get hired? If the latter is the case then I will just apply when I’m at my six month window before I retire

They say apply six months from your date of availability. A CJO is only good for a max of 7 months before they'd want you to reinterview.

This is literally the only situation where DEC exist. It’s literally how DECs work.
