Internal rec was required to get added to the pool of potential expo attendees, but considering they sifted through 2000+ applications and narrowed them down to 400, I'd say everyone at the expo was a potential hire barring something drastic. They also said they were hiring 520 this year and haven't hired a single person yet this year, so the math checks out with the 400 attendees.

I also think they are still working last year’s end of year hires through training. I wonder how all the ETOPS training demand will impact new hire training since it’s timing has been a moving target.

December's class finished IOE early in February. December thru April they are only running one class of new hires per month. Not so much because of ETOPS, but to accommodate three upgrade classes per month during that same timeframe.
