Default Question about Scope and interlining

I was reading the transcript of the SWA earnings call and I read a comment by one of the C-suite guys that the pilot contract prevented IRROPS interlining of passengers. The only mention I could find on the internet was a 2015 contract comparison with the other US network carriers that said it was allowed in some form. What's the truth, don't need the contract language, just a quick and dirty explanation.

Other carriers contract with their pilot union allow it SW pilot union does not.
it keeps the flying inhouse so the company cant outsource it. Otherwise they'd us IROPS everyday to outsource as they use IROPS to get around the contract almost daily
