Now there were ways with the right work rules to make it not globalize, and then for a PBS vendor it would be a good option. You know what? I completely got backwards on this, for some reason I had in my head that globalization was the opposite of what I was thinking with a more seniority based and unstacking system. So we are on the same page I just got completely screwed up thinking globalization was the opposite of what it was. My bad.
