I have noticed that when taxiing behind the 717. I have always assumed it was the oil breather as well. The Dash 8-100 has this on the back of the engine nacelle. The high pressure air leaking through the labyrinth seals needs a place to exit. I have actually had other taxing aircraft call me on ground freq to tell me that there was "smoke comming from a hole in the back of the engine".
