I’m assuming that means when confirmed ticket holders want to standby for a different flight that (earlier or later departure).

That’s all it is. Could make commuting interesting when a flight suddenly fills up, but that’s why we have a commuter policy.

Why wouldn't you just buy the cheapest ticket and "standby" for the flight you really want?

Nothing worse than watching a passenger from a later flight waltz up, last minute and take the last seat. The seat that would have been yours.
