Under the ALPA CBL, one can be recalled at any time, with or without cause. Any LEC rep seated at the table can make the motion. The Master Chair does not need to make the recommendation or the motion. He is a defacto member of the NC, therefore he would NOT be obliged to make this motion. It only takes a motion, and a second to start the process. That bypasses the Master Chair and it puts the duty squarely on the LEC reps seated about the table. Can be done in person, or in a teleconference MEC meeting. Can be done as normal business by putting it on the agenda, or unscheduled business with a motion to re-order the agenda.
