probably so that Kirby's deal would fail and he'd have to offer more.

If true wouldn’t that logic backfire as APA would want even more? Just very unusual for management to negotiate in public.

I don't think anyone cares what APA wants at this point. not yet at least. If the envoy/PSA/PDT rates don't make that obvious I don't know what will.
