I know we don't pattern bargain off railway contracts, but the similarities are interesting . . .

The deal gives the union members an immediate 14% raise with back pay dating back to 2020, and raises totaling 24% during the five-year life of the contract, that runs from 2020 through 2024. It also gives them cash bonuses of $1,000 a year.

The dispute was about staffing shortages and scheduling rules that union leaders said had brought their membership to a breaking point. The unions say the railroads have been requiring their members to be "on call" and ready to report to work on short notice as often as seven days a week. Leadership of the two unions had said their members would not accept a contract without changes to those work rules.

Nothing reported in the media is a win until the membership votes yes to it. Remember when the media was reporting the United TA as a win?

Here is the pattern: the mechanisms after impasse and how the different players acted to achieve their desired goal.

The part that should interest us that they were released to the cool down period despite the economic consequences of a possible strike, the establishment of a PEB by the president, the willingness of congressional republicans to impose the PEB recommendations, the democrats blocking it but ended up being used by the administration as the basis for the deal made at the table anyway.

Senator Sanders blocked the deal that the Biden administration essentially forced the union negotiators to take. Senate republicans proposed imposing the recommendation of president Biden’s PEB, which is largely what they eventually agreed to.

But not over yet as all the unions have to vote on this proposal. So we may yet see congress involved.
