it’s an Engine cowling issue that has too be fixed before additional variants can be certified. Hence you have to turn Engine Anti ice pilot bulletin for the max. Once they get the fix approved by the Faa the aircraft will be certified pretty quickly.

Let's be real, they're more likely to just make some timely donations and coincidentally the FAA regulatory body will be less concerned about the EICAS and anti ice issues and give them that stamp of approval. If the FAA wanted to hold Boeing responsible they would have fined Boeing more than a week's worth of revenue for getting 346 people killed thanks to putting profit over safety.
