I believe some of your assumptions may be inaccurate - in particular the "125" whom voted no. Statistically it only takes 1 no vote to achieve 99%. You are assuming the maximum number of no votes (125) and still maintain 99%. 126 no votes would be 98%.

So, let's look at the "glass half-full"! 1 person voted no!
