JNC Update
All sections of the contract are at or past the initial language drafts. The list below shows the sections that are in the process of final language proofing. This entails a final language review by the collective JNC, style formatting and the updating of language references to other sections of the JCBA as they become final.

The JNC and management are working on Section 3 - Compensation and hope to bring this to a close next week. Work on Section 2 - Definitions, Section 21 - General, LOAs and MOUs has been ongoing as the sections listed above were processed. These sections will be the last areas finalized as their content comes mainly from other areas of the contract. In parallel, the JNC is working with management to lay out an implementation LOA for the JCBA. This too will be finalized after the conclusion of the twenty-five main sections of the JCBA.

The JNC is in the final stages of bringing the entire contract to final language status. We appreciate the patience shown by our pilot group. We know the frustration of continuing to work and live under agreements that fail to recognize our past sacrifices. However, the JCBA must have language that is enforceable, with intent clearly understood by both parties. We are almost done, but we need to take the time required to finish the last few remaining tasks. As this process concludes, we look forward to presenting the final product to our respective MECs. "Hope to be done next week..." I read as maybe Friday (26 Oct). More likely the next Wed....which would be Halloween...

What is the process? It says once done it goes to the respective MECs. Do they then vote on it, and if approved, it goes to the membership for a vote?

If I understand correctly, mil-leaves and furloughs don't get to vote.

Neither do LTDs. During POS '02 a bunch of furloughs were recalled during the vote, they were not allowed to vote because they were not on property during the entire voting period.

ALPO uses voting machines made by Diebold.

This whole AIP thing is a kick in the nuts. Has anyone ever heard of this, in any contract? Yeah, I have heard of an AIP, but then taking months to turn it into a TA? No, every other negotiation ended in a TA immediately. We are being played boys and girls. AGAIN.......

My guess? It won't pass and the MEC knows it. The NMB already gave them an unofficial "NO" to both requests for a release to 30 day cooling off, at least until after the presidential election. After the election, the lame duck pres (lame duck for 2 months or 4 years, depending on whether he wins or loses) might then release us.

This whole thing smells bad, and I would guess it is just a delaying tactic.

The CAL MEC is holding this up.
