That is the minimum, if someone goes wrong, but never is scheduled to that.
The shortest scheduled layover I've seen published is normally 10:45 free from duty (:15 debrief to 1:00 hour show before departure)
This will change for the UAL side beginning with the May bid month as our report time after day 1 of a trip will be only ;45 prior to push. So with the 9 hour rule the minimum free from duty will be 10 hours.
Add in FAR 117 come January 2014 (I believe it says 10 hour minimum rest period so as to offer an 8 hour sleep period) and there will be some adjustments.
But never ever anything less then 9 hours behind the hotel room door in any circumstance unless one waives for Ops Integrity add pay. But the company can't force you to less then 9.

UPA 5F3b (10:45 block to block) doesn't take effect until "combined CMS." Monthly bid packages aren't being built with this yet. Fortunately 5F3k (9 hours behind door) is in effect now and it's being exercised often.

I was simply referring to what I had scheduled (10:02) and the then release/report times. As of today, 5E2 is in effect with report times being adjusted to reflect the new requirements. Pairings for May do show the :45 minute outstation report times as an example. This makes sense and is now considered duty whereas before, many times we were on the van with the FAs but not on duty for another 15 minutes after them.
