Photobucket gives you a specific link for using for posts like this. Other photo hosts are similar.
What I do is copy the link to some picture I have uploaded already to P/B, then go to my APC post and hit the "insert image" button with the little yellow mountain postcard-looking icon. "http://:" pops up in the window and you need to clear that out first because your link will already have that in it. This may be your problem.
Also, just looking at your link, that is not a link to an image it is a link to a web page. Look on Picasa and see if they offer a specific url only for linking to images.
