Technically, a student pilot can fly into a class B airport and can even do this solo if they want too as long as they have met the requirements listed in FAR 61.95 (although I prob wouldn't reccommend it)

FAR 61.95
(b) A student pilot may not operate an aircraft on a solo flight to, from, or at an airport located in class B airspace pursuant to 91.131 of this chapter unless:
1-Received ground and flight training @ specific airport
2- Instructor sign off for that specific airport, within 90 days of the solo
