Remember the golfer Payne Stewart? In 1999, NORAD was on his plane like white on rice.
They had hours in the Payne Stuart case, and they were there to help not shoot him down.
Two F-15's almost got to the second plane which hit the towers. If they had been F-22's (faster) they might have even made it. But it would have been a moot a point anyway because NOBODY had authority to shoot down an airliner on 9/11.
The air force doesn't lie intercepting cessnas either...not their idea.
