I believe that he is keenly aware of the representational issues. However, instead of capitulating on scope I see him offering a solution that could both eliminate the threat that outsourced small gauge flying presents to current UAL/CAL pilots while providing a career path for current UA Express affiliated pilots.
I can't imagine a CAL/UAL JCBA ratified by the membership that relaxes scope. So, without a long term solution, the effect of small gauge regional flying will always be a career whipsaw: affiliate against affiliate and mainline against affiliate.
My view is that he wants to think outside the box to find a sustainable solution for pilot labor.
