I'd say that there are a large number of people who have gone through the criminal process once or twice for youthful indiscretions who really have no idea of the legal status they ended up with.
Every state is different I'll give you that - but I posed this question to the juvenille division and misdemeanor division here and they said that even juvenilles are fingerprinted when arrested. It is part of the legal process.
I'll play the odds here. I bet $1 he was finger printed if arrested - I'm a gambler like that :o)
