Default Can you fly this trip?

The question is can you fly this trip as a 135 company who operates under 'eligible on demad.' If you can how? If not then why?

"The Trip"
Aircraft: Jet
Weather: Clear

Destination airport is a private ranch (R) with no weather or APG. There is a airport (A) near by, aprox 10 miles, that also does not have weather but it does have instrument approaches. To cover one aspect right away ATC is available and there is someone on the ground at the ranch monitoring their airinc freq. This covers the whole flight monitoring rule.

Here is how some have said they have been able to fly there under 135.

1. File IFR to airport A and have an alternate that does have weather on the
flight plan. (eligible on demad rule)

2. Once in the area of airport A and the ranch is insight, cancel IFR and land
under VFR.

3. Coming out of the ranch pick up your clearance within 50nm of departure
airport and fly home.

My dispute is that they are using the eligible on demand rule, which requires APG, to fly to the airport "A" because it does not have weather. However they are truly landing and taking off from an airport that does not have APG or weather.
