Who said anything about a blended rate? The way it read the payscales are still separate. If you bid CA and find yourself the junior most CA at the company and some how got CRJ or EMB CA, you would make ATR CA wage til your seniority got into the the area where most CA's on the EMB or CRJ are.
It's a jam job.
