On an approach you are protected from the MDA to the missed approach altitude. If you execute the missed approach prior to reaching the MAP, you can CLIMB to the missed approach altitude, but may not begin any required maneuvers, until reaching the MAP.

When cleared for an approach, you are protected in the altitudes between MDA and the Missed Approach altitude or the final intercept altitude (crossing the FAF), whichever is higher.
