If this is not a viable solution, eliminate all a/c and heat in every office of every middle and upper manager at the new UAL and have them pipe the air in through a ground cart to their respective floor. How much money could we save if they turned the heat off in the Willis building in January and piped it in from a truck on the first floor?
That's mainly because the Port Authority only has two temperature settings at EWR: summer and winter. Recently asked for the air to be hooked up and was told "It's only going to blow hot air, sir. It's set to winter." Very much like our terminals in EWR. Suffocating at times, esp. in C-2 concourse.

Maybe that's the real reason Stankovich retired: couldn't stand the C-2 heat!
