Why would the DALPA MEC Chairman recently agree to allow Delta Air Lines the ability to change the JV language with KLM/AF to allow a three year look back vs. the original one year look back for compliance with 50/50?

Ask yourself why he would use a MOU to do this rather than an LOA??
