Sky divers getting into an airplane with a prop running is common practice. That doesn't make it right, but that is pretty much SOP.
That's OK assuming they are trained and aware. Military folks do it all the time with helos and fixed wing..but you are aware of the problem, you know exactly how to approach and depart the aircraft and you are at work so you're paying attention.
But not a good policy for recreational pax.
