Notification
A pilot shall be available for notification of an assignment throughout his notification window. During his notification window, a pilot shall either answer calls placed by CRS or return those calls within 15 minutes.
A pilot’s notification window shall begin:
(a) 1:30 hours prior to his RP for an R-1.5.
(b) 3 hours prior to his RP for an R-3.
(c) 24 hours prior to his RP for an R-24.
A pilot’s notification window shall end:
(a) 1:30 hours prior to the end of his RP for an R-1.5.
(b) 3 hours prior to the end of his RP for an R-3.
(c) 24 hours prior to the end of his RP for an R-24.

2. Yes, as R24, you are only leveled amongst other R24s. They will assign you first because if they don't they loose you for 24 hours. "fish in a barrel"

3. Section 12.4.b will help you decide, but in short, they got you the entire time. Call out is actually 1+30 for operational.

A base hotel standby pilot shall be notified of an assignment at least 1:30 prior to scheduled block-out, unless the first leg of the assignment is deadhead by chartered aircraft or Company jumpseat, in which case the notification shall occur at least 45 minutes prior to scheduled block-out.

4. As stated, they normally don't give ya airport stby out of hotel stby. It only gains them 1/2 hour notice and it is 5 hours long but hotel stby they keep you on call for 11+30, and you would be released to crew rest when done, but still on hotel stby pairing.
The scheduling group is totally abusing this program of putting people in hotel stby off of R24. it takes the "24" hour notice out of the loop during the pairing.

Read 12-3 over a few times to get a handle of what they can do with you, I have been on hotel stby's when they have tried to give us something outside of the guidelines.
