DALPA does not control how jets are allocated.
But they own the PWA and they recommended the pilot group vote it in.
DALPA also owns the subsequent scope related LOA's, MOU's and the refusal to even grieve the RAH scope violation. And they recommended the pilot group vote in these LOA's and MOU's too...Oh wait.
