Actually not true. It has been a couple of years but I acquired a car in memphis and registered it in memphis. I had a letter from my apartment complex that stated that I had residence there, had my Fedex ID and my out of state driver's license. I also had my car insurance show TN as primary location(had to have a separate policy). Depending on which county you try and register it in, the state emissions test is required on your vehicle. I went to the office in Germantown(didn't require the emissions test and close to my pad). My crashpad roommate had given me the info. When I registered it, I told them that I was a Fedex pilot and that I had an apartment there. the process was seamless. I was expecting more problems. As stated, was a few years ago but worked fine for me. I'm not sure how the process works in Mississippi. Hope this helps!
