Default Conversion of Foreign Time when returning to US

So lets say that a pilot flies a jet (CRJ) in a foreign country (specifically, India) and returns to the US job market... how is that time looked at?

Is the time valid towards ratings such as the ATP? How do airlines view the quality of this time?

For anyone that has done any foreign contracts and returned to the US... any advice would be appreciated! Also... if anyone has any info on tax conversions that would be great.
